Hamiltonian Simulation and Block-Encoding are two ways to encode a given matrix inside a quantum circuit, to allow its processing by subsequent routines, and used in several algorithms such as HHL and QSVT. In this context, sparse matrices with efficient-access served as a case study, where a black-box function is assumed and used to do such an implementation, while the complexity is analyzed relative to this black-box. The goal of this work is to provide a more explicit description of such matrices without losing the generality of the black-box model to have a more explicit complexity analysis, and build an optimization framework, which is used for heuristic optimization.
